The city of Portland is suing the Oregon Liquor Control Commission in Multnomah County Circuit Court over new guidelines that say food carts can have liquor licenses.
The OLCC granted its first permanent liquor license to a food cart in March when it gave the go-ahead to Cartlandia -- a food cart pod in Southeast Portland. Cartlandia now serves beer and wine from one cart and allows people to drink it in a designated area.
The OLCC was acting on legal advice by the Oregon Department of Justice that the OLCC had to treat food carts the same as brick-and-mortar restaurants.
But that angered Mayor Sam Adams and Commissioner Amanda Fritz, who both complained that the OLCC lacked clear, very specific rules around food carts and alcohol to ensure public safety. They said food carts aren't like restaurants.

I hear this all the time and it is my belief that it keeps many out of the hobby. Because after one trip to a local home brew store (which looks like a high school chemistry lab crossed with the home economics kitchen) they get scared off.
So here is the bare minimum, lowest cost, I can brew beer at home system that I can put together.
First, you will need a heat source, propane burner, stove top (only if you live alone), Turkey Frier, etc.
Second, you need a pot to boil at least 3 gallons of wort (that is what brewers call the sugar water the yeast turn into beer) without boiling over. 40 quarts is perfect.
Third, you need some way to cool the wort to a temperature the yeast will be happy in.
Fourth, you will need a fermentation vessel, 7 gallon bucket, better bottle or carboy
Fifth, you will need a few accessories...At least two thermometers, two hydrometers and test jars, a stainless or nylon spoon, an auto-siphon, and at least two airlocks.

Bellevue liquor stores were auctioned for more than $850,000 after the gavel came down last Friday. The Eastgate Washington State Liquor Store also is set to close on Thursday, according to a state press release.
Five of the Washington State Liquor Stores in Bellevue brought in more than $850,000 at the state auction that ended last Friday, according to state records. The total sum of bids for the 161 stores was $30.75 million, according to the Washington State Liquor Contol Board.
The Washington State Liquor Control Board auctioned the state-run stores on the state's Public Surplus website as a result of the Intiative 1183, which opened liquor sales to retailers with a footprint of 10,000 square feet who apply for liquor licenses. The law requires the state to get out of the liquor sales business by June 1, 2012.
